Preheat oven to 325F; spead beans evenly onto a lined baking sheet; bake for 15 minutes until slightly dried out
Saute olive oil, pepper, onion, and garlic over medium heat until peppers and onions are soft, 5-6 minutes; place in a food processor with the remaining ingredients; pulse everything together; add black beans; pulse mixture leaving larger chunks of beans
Form patties using 1/3 cup of mixture
Place patties on a lined baking sheet; bake at 375F for 10 minutes on each side; serve with toppings
