Prepare an 8 inch square baking dish with parchment paper; set aside
Add white chocolate morsels, vanilla bean pastel and marshmallow cream to a mixing bowl; set aside
In large saucepan, add butter, cream, sugar, and salt; bring to a boil over medium high heat stir frequently; once boiling continue to boil for 5 full minutes, stir constantly
Remove from heat and pour over white chocolate mixture; use an electric mixer to blend it smooth and morsels have melted
Add chopped Heath bar pieces; stir only once
Pour mixture into prepared baking dish; allow to set for two hours; covered with plastic wrap
